This new EBIC rule was discussed on the IRC-EU mailing-list,
and it was ratified in October 1995.
This rule concerns which clients are allowed to connect to an EBIC
IRC-server.
- Every server may allow clients from its own Top Level Domain (TLD).
- A server may allow clients from remote networks if it makes
sense. For example, when it happens frequently that there are no
servers available in the neighboring network.
- Whether or not ANY access makes sense is in case of disagreement
decided upon by EBIC.
