This new EBIC rule was discussed on the IRC-EU mailing-list, and it was ratified in October 1995.

This rule concerns which clients are allowed to connect to an EBIC IRC-server.

  1. Every server may allow clients from its own Top Level Domain (TLD).
  2. A server may allow clients from remote networks if it makes sense. For example, when it happens frequently that there are no servers available in the neighboring network.
  3. Whether or not ANY access makes sense is in case of disagreement decided upon by EBIC.
