The ban was introduced by the Iranian Parliament to stop the uncontrolled flow of Western and Asian programming from Europe and Asia's Star Network. Muslim clerics considered the material corrupt. The ban not only outlaws use of satellite dishes but also manufacture, sale and import of them also. Iran joins the list of countries around the world that have banned satellite dishes because of government censorship. Saudi Arabia banned dishes earlier this year. Early reports from Iran suggest that Police intercepted at least two trucks carrying dishes and confiscated the loads. Chinese Channel encrypts from Monday .... Astra's Chinese Channel will begin encryption in CryptoVision from Monday. The move to scrambled programming, first announced in April this year, has been going well according to a spokeswoman for the channel. The encryption was due to begin last Monday but the channel had received so many orders for decoders and cards that the date was put back a week to allow all of the viewers to continue watching. The monthly subscription is £13,99 and the CryptoVision decoder is available from the channel in return for a years subscription and a £25,00 deposit. Three channels on Turksat Three channels are now transmitting on the new Turksat satellite at 42 degrees East. Kanal D, 11.030 GHz, Horizontal Kanal 6, 11.080 GHz, Horizontal TRT International, 11.472 GHz, Vertical Turksat are currently requesting reception reports via email. Eutelsat looks further afield for suppliers Eutelsat are in talks with the Russian Space Agency over the possibility of using the Proton rocket for future launches. The talks concern launches for 1998 or later. Also this week, Eutelsat announced the opening of bids for the contracts to build the next generation of satellites, Eutelsat 3. According to the organisation, requests for bids have been sent out to international companies including, for the first time, Russia. The satellites will be launched within the next three years and carry 16 wide band transponders each. New channel for France France is scheduled to get a new TV channel before Christmas. La Cinquieme will transmit during the down hours on the European culture channel Arte on their TDF, Telecom and terrestrial service. The Arte channel took over the transmitter network of old French channel La Cinq. Programming on La Cinquieme will be art and culture based. PolSat - licence valid The Supreme Administrative Court ruled on 22 September that the January 1994 decision of the National Broadcasting Council (NBC) to grant the single national commercial television broadcasting license to PolSat was valid, PAP reports. Three of PolSat's nine rivals, including Nicola Grauso's Polonia 1, a network of pirate television stations, took the NBC to court over the decision. They claimed that the NBC had not made clear in advance that applicants with purely Polish capital should have an advantage over those with foreign capital. The NBC's decision was also criticized by President Lech Walesa, who dismissed NBC Chairman Marek Markiewicz shortly afterward. PolSat's standing was undermined by press allegations questioning PolSat's legal and financial credibility. The ruling strengthens the position of the NBC and enables PolSat to begin nationwide broadcasting as planned on 30 September. -- Anna Sabbat-Swidlicka, RFE/RL Inc. Russia - unions to stop state TV In a statement broadcast by Ostankino TV news on 21 September, the leader of the Union of Communications Servicemen, Anatolii Nazeikin, announced his union's intention to stop broadcasting both state TV companies' programs, with the exception of two hours of evening newscasts a day. Financed from the state budget, the companies--Ostankino and Russian Television--have to pay for the stations that transmit their signals across the country; in the case of Ostankino, transmission costs account for 80% of its budget. This year the budget covered only a quarter of the companies' financial requirements; moreover, only a third of that sum was actually paid. As a result, the companies owe the communications network as much as 410.5 billion rubles, which means in turn that payment of the wages of its employees has been delayed for two to three months. The newscast also said Ostankino Chairman Aleksandr Yakovlev had informed the Russian finance minister by letter that he could not take responsibility for the continuation of broadcasting in such circumstances. -- Julia Wishnevsky, RFE/RL Inc. News Corp looks to TV for growth Rupert Murdoch has said that TV will become a significant source of income for his global Media Corporation in the coming years. According to Murdoch, writing in the News Corporation annual report, advertising at US based Fox TV has jumped 25% recently, sales and subscriptions to the Sky network continue to grow and Star TV in Hong Kong is set to achieve great things in the next few years. Murdoch put Sky TV's reach at around 3.2 million homes, of which 2.5m are served direct by satellite and 700,000 by cable. New VideoCrypt pirate cards out European dealers have begun offering the latest generation of VideoCrypt pirate cards to customers. The cards allow viewing of the Sky Multichannels with no subscription. Early reports suggest that the news cards do indeed work and are selling well. The source for the cards is understood to be Germany. New financial data service for PC users ... Private investors throughout Europe can now receive real-time futures and options information from several foreign exchange markets, including LIFFE (London International Financial Futures Exchange) and MATIF (Marche a Terme International de France), together with U.S. market data directly into their PCs over a new high speed satellite feed launched by Data Broadcasting Corp. this month. Data Broadcasting's Signal financial data service, which began transmission to Europe last year, announced that it has doubled its satellite transmission speed in order to add several new market data streams to its primary feed of U.S. market information. The new higher-speed feed is going to Europe over Microspace Communications Corporation's broadcast service on Pan Am SAT's PAS-1 satellite. In brief .... - Singapore is planning to begin an International TV service next year for South East Asia. - MTV Europe unveiled a new email address this week. Fans of the Most Wanted show can email mostwanted@mtvne.com with comments, suggestions and requests. - Star TV and Zee are to jointly launch a pay movies and free entertainment channel in India. - China is planning two more commercial rocket launches before the end of the year. - The new NBC Text service is due to start on Monday 26 September. On eof the new features will be subtitles in German and Dutch which will begin shortly after launch of the service. - CMT Europe is now broadcasting in the clear on transponder 24 of Astra 1B. The former Sky multi channel is now available to anyone that can see it. The feed may become scrambled at the end of the month when the CMT feed on Discovery Channel ends. - The new chief of Austrian TV, Gerhard Zeiler has plans to put ORF on satellite. He says a service will join either Eutelsat or Astra 1E/F in the future. - TESUG say that they plan a satellite TV show.
